According to an August 2021 USAID blog post, efforts under Leonelli's guidance included:
- Assisting Bangladesh in adding a third gender option to its 2021 national census.
- Supporting gender-affirming healthcare in South Africa, particularly hormone replacement therapy.
- Reducing transgender discrimination in Kosovo.
- Encouraging LGBTQI+ political involvement in Guatemala.
- Creating a toolkit for enhancing security for LGBTQI+ organizations in the Middle East and North Africa.
These programs have come under criticism, alongside revelations about expenditures on other initiatives such as a transgender comic book in Peru and large sums for LGBT advocacy in various countries.
Critiques suggest that taxpayer money has been funneled to organizations that fund foreign operations, including those potentially linked to terrorism, while exposing the questionable nature of the funding mechanisms employed by USAID.
Secretary of State Marco Rubio recently expressed the need for accountability within USAID and announced his temporary appointment as acting director. He emphasized that American taxpayer funds should align with national interests.
As of Tuesday night, USAID indicated that all direct-hire personnel would be on administrative leave by the week's end, focusing on maintaining critical functions tied to national interests and foreign policy.
